Safety Standards and Training

It is the mission of the Manteca Sportsman Association Inc. to provide a safe, legal, and healthful shooting sports facility for all members, staff, and visitors. MSI makes available facilities for teaching the proper attitude, knowledge, and fundamental skills necessary to legally own, safely handle, and use guns.
Manteca Sportsmen Inc. Policy
· The safe conduct of classes and training at MSI is the responsibility of the class instructor/trainer. AND, any individual observing a dangerous condition will immediately announce a cease-fire
· Instructors/Trainers might think they are teaching rifle, pistol, shotgun, black powder, cowboy, or other shooting-related skills -- this is not the case, all classes at MSI teach first: SAFETY, SAFETY, SAFETY
· Instructors/Trainers are required to complete and submit a “Safety Incident Report” for every breach of safety at MSI classes
· Instructors/trainers will demonstrate knowledge of MSI training safety standards annually
(Classes and training include all classes, e.g. Hunter Safety, Youth programs, Handgun Safety, etc. as well as all matches and scheduled practice for matches)
Accidents
The Most Common Reasons for Firearm Accidents:
· Failure to follow procedures
· Improper or inadequate clearing
· Untimely loading/unloading
· Therefore, Trainers and Instructors Using MSI Facilities Will:
· Ensure their course/activity complies with all MSI safety rules
· Know what to do if there is an injury
· Accident and Malfunction Reporting
· Accidents must be reported (“Safety Incident Report”)
· Malfunctions must be reported
· Annual Review of Instructor / Class Safety Standards and Training
· MSI Instructor / Class Safety Standards and Training will be annually reviewed by the MSI Board.
First Aid
The Primary Emergency First Aid Kit is Mounted to the Wall Near the Week-end Sign-up Location.
Instruction for contacting a first provider and various report forms are located in the primary First Aid Kit. A secondary kit is located in the storeroom.
Contact Emergency Responder “911”
Before every class check to make sure the phone works.
The Emergency Responder Phone Number is in the Primary First Aid Kit.
They will need:
· Address
· Call-back phone number
· Description of injury
Send someone out to the club entrance to direct the emergency responder to the appropriate location.
Attention to detail and the avoidance of complacency toward safety is paramount during all classes and training.


MSI Recognizes the NRA’s 10 Safety Rules


The Three NRA/MSI Fundamental Rules for
Safe Gun Handling are:
MSI Class Standards
· Every class must begin with the review of basic knowledge & practical understanding of firearms safety, handling, and operations. The instructor can disqualify and dismiss any student at any time for safety violations, non-compliance to instructions, and/or incompetence.
· "ZERO TOLERANCE" with any and all forms of unsafe actions or "horse play". Safety is everyone's responsibility without excuse or exception. All accidents are preventable through everyone’s responsibility to pro-actively practice clear thinking, planning, and strict adherence to all safety rules at all times. It is each person's responsibility to keep themselves safe and bring unsafe acts to the attention of all.
· DO NOT bring, or otherwise have access, to live ammunition in any class. The instructor is responsible to verify that there is no live ammunition in the classroom. The only exception is during that part of a class that is held at the firing line of a shooting range.
· Always Keep Firearms Muzzles Pointed In a Known Safe Direction. Designate a safe "down range" direction for classroom instruction.
· All firearms on the Manteca Sportsmen Inc. property must comply with all applicable local, state, and federal laws.
Class/Training Activity On A Range
Class Safety on the Range
· Safety inspections on entering and exiting the firing line:
§ All magazines and ammunition removed, actions/chambers opened and cleared of all ammunition, and bolts/slides locked to the rear
§ All cylinders unlatched and opened (single action loading gates open)
§ All ammunition removed
· DO NOT HANDLE, LOAD, COCK, or FIRE until instructed to do so. Absolutely no firearms are to be handled while anyone is down range, no exceptions!
· All firearms must be completely unloaded, cleared of all ammunition, and properly grounded, secured, or holstered, when applicable, while anyone is down range, NO EXCEPTIONS!
The Following Commands are for the Pistol and Rifle Ranges
Commands: Range Ready / Range is Hot
· “Does anyone need to go down range?”
· “Make sure you are wearing your ear and eye protection”
· "Is the line ready?“
· "The line is ready“
· "The range is HOT!“
· “You may commence firing"
Commands: Cease Fire / Range Cold
· "Cease Fire"
· "Unload and clear all firearms, open all bolts, make all firearms safe for inspection”
· The instructor should walk the line and visually verify all firearms are unloaded and bolts are open at this time
· "Is the line safe?“
· "The line is safe”
· “The range is cold, move forward to retrieve, change, or replace targets"
· During the cease fire no one may approach the firing line (if appropriate – behind the RED line)
A critical component of a safe and healthful training class is the requirement that all participants understand and practice Environmental and Chemical Hazard safety. The Instructor/Trainer is responsible for verifying the participant’s knowledge and implementation of appropriate safety procedures.

MSI Trainer/Instructor Demeanor
· Attitude – Caring and concerned, (good instructors don’t do “MACHO”)
· Dress – business casual; slacks, sport or polo shirts. Do not do camo, militia, swat, etc.)
· Grooming – be well groomed
· Language – do not use foul language!
· Customer relations -- treat all students with respect and understanding; they are potential future members and customers


Failure to Meet Training Standards
· All MSI instructor/trainers are required to annually review MSI training safety standards
· MSI instructors who do not maintain standards will receive counseling
· If counseling does not lead to improvement the instructor will suspended from instructor privileges at MSI
